    • In kernel/sched/rt.c, runtime throttling for real-time tasks (sched_rt_runtime_exceeded()) only occurs if CONFIG_RT_GROUP_SCHED is enabled and sched_rt_runtime(rt_rq) < sched_rt_period(rt_rq).
    • In this configuration, CONFIG_RT_GROUP_SCHED is disabled (# CONFIG_RT_GROUP_SCHED is not set), which causes rt_rq_throttled() to always return false (no throttling).
